چکیده

In the past decade, a variety of questions have been raised concerning the effectiveness of high occupancy vehicle (HOV) lanes. In Southern California, HOV lanes evaluation studies have recently been conducted, justifying the effectiveness of HOV lanes in several ways. However, very little research has been performed in evaluating the air quality benefits of HOV lanes. In this paper, a study is described that examines operational differences in traffic dynamics between HOV lanes and mixed-flow (MF) lanes, and evaluates their impacts on vehicle emissions. Four general HOV lane scenarios were identified: under-utilized, neutral, well-utilized, and overutilized. Extensive driving trajectories in both lane types for each scenario were collected. Their speed profile and joint speed-acceleration frequency distribution were analyzed and compared. Vehicle emissions and fuel consumption were then estimated using a state-of-the-art modal emissions model. The results show that HOV lanes produce lower emission rates per vehicle per mile in most cases, except when they are under-utilized. When normalized by average vehicle occupancy, HOV lanes produce much lower emission rates per the same amount of travel demand on the order of 10-70%. In almost every case, HOV lanes produce less emissions mass on a per lane basis than MF lanes. Southern California freeway lane performance matrices show that on a typical weekday during the summer of 2005, HOV lanes operated mostly under Scenarios 1 and 2 during peak periods. Overall, they were well-utilized about 14-17% of the time. According to the emissions estimates, the HOV lanes are considered effective in reducing vehicle emissions. Boriboonsomsin/Barth 3

Safety of freeway median high occupancy vehicle lanes: a comparison of aggregate and disaggregate analyses.

This paper addresses safety issues associated with High Occupancy Vehicle (HOV) lanes constructed along freeway medians, without physical separation from adjacent traffic. Data associated with operation of such an HOV facility in Southern California are analyzed relative to the pattern of accidents on the facility and the potential role of congestion. Detailed analyses of accident characteristi...

The Impacts of Allowing Hybrid Vehicles and Solo Toll-Paying Vehicles in Existing High-Occupancy Vehicle Lanes

This paper introduces a microscopic simulation method to investigate the operational effects of allowing single occupant hybrid vehicles and or toll-paying single occupant vehicles into HOV lanes. The demand methodology is based on disaggregate stated and revealed preference vehicle purchase models, and includes a flexible aggregation method for converting the household level predictions to agg...

Effectiveness of California’s High Occupancy Vehicle (HOV) System

California’s HOV system comprises 1,171 lane-miles, with 803 miles in the South and 366 in the North. This study analyzes peak period traffic data from hundreds of loop detectors over many months in order to evaluate the system’s effectiveness. The study finds: (1) HOV lanes are underutilized: 81% of HOV detectors measure flows below 1,400 vehicles per hour (vph); (2) Many HOV lanes suffer degr...
